On April 2nd and 3rd in Hai Phong, STI Vietnam, in collaboration with the Agency for Private Enterprise and Cooperative Development (Ministry of Finance) and the Hai Phong Union of Science and Technology Associations, successfully conducted a capacity building for SME support units. The training focused on driving the Twin Transition – comprising digital and green transformation to enhance productivity and promote decent work.
This is the inaugural training session within the framework of the “Productivity Ecosystems for Decent Work (PE4DW)” project – an initiative by the International Labour Organization (ILO), funded by the Swiss State Secretariat for Economic Affairs (SECO) and the Norwegian Agency for Development Cooperation (NORAD).

Human-Centered “Twin Transition” Orientation
The program was strategically designed to equip local business support officers and consultants with practical toolkits. During the opening ceremony, Ms. Sinwon Park (Director of the International Labour Organization Country Office for Vietnam) emphasized that digital technology and green production methods are not ends in themselves. Rather, they serve as vital instruments to bolster enterprise competitiveness while simultaneously improving working conditions and occupational safety.

Practical and Multidimensional Training Content
Under the guidance of experienced experts, participants delved into the nexus between productivity, digital transformation, green transformation, and working conditions. The curriculum centered on identifying market trends, utilizing readiness assessment toolkits, and introducing the SCORE (Sustaining Competitive and Responsible Enterprises) model; a core solution designed to help enterprises conserve raw materials, minimize waste, and enhance energy efficiency.

Crucially, the workshop transcended theoretical learning, fostering a dynamic space for networking and practical exchange between enterprises, experts, and local support organizations.

Affirming the Bridge Role of Support Organizations
Speaking at the opening ceremony, Mr. Nguyen Xuan Tho, Deputy Director General of the Agency for Private Enterprise Development, noted that Vietnam currently hosts over 1 million enterprises and 5.2 million business households, with SMEs accounting for approximately 98% – the backbone of the national economy. He emphasized: “Business support organizations, experts, and consultants play a pivotal role as the bridge between policy and practice. They are the frontline force in designing and implementing tailored support programs that enable enterprises to enhance their competitiveness and integrate deeper into global value chains.”
