Continuing the journey of propagating a sustainable productivity ecosystem from previous training courses, an in-depth training course on “Capacity Building for SME Support Units on Digital and Green Transformation to Promote Productivity and Decent Work” was successfully held in Quang Tri province.
This marks the fourth in a series of five training courses under the “Productivity Ecosystems for Decent Work (PE4DW)” project. This initiative is spearheaded by the International Labour Organization (ILO), funded by the Swiss State Secretariat for Economic Affairs (SECO) and the Norwegian Agency for Development Cooperation (NORAD), and co-implemented with the Agency for Private Enterprise and Cooperative Development (Ministry of Finance) alongside local partners.

Building Capacity for the Digital and Green Era
Conducted in-person, the training aimed to build the capacity of local business support officers in the Twin Transition (Digital and Green Transformation). Simultaneously, it sought to raise awareness regarding green productivity, occupational safety, and the enhancement of working conditions to ultimately improve productivity and promote decent work.
The curriculum focused on analyzing the strategic nexus between productivity, the twin transition, and working conditions. A highlight of the program was not merely the sharing of knowledge systems, toolkits, and practical models, but also the agile approach utilizing facilitated discussions and case study analyses. Consequently, the course successfully fostered a multidimensional interactive space, promoting extensive exchange and collaboration among the network of support organizations, experts, and the business community.

Catalyzing the Bridging Role of Support Networks
Delivering his remarks at the program, Mr. Nguyen Xuan Tho, Deputy Director General of the Agency for Private Enterprise and Cooperative Development, expressed his expectation that the program would empower the business support workforce by updating them on policies and solutions for the twin transition. Furthermore, he highlighted the aim to catalyze their bridging role, enabling them to directly design tailored support programs that assist provincial enterprises in overcoming hurdles, achieving breakthroughs in productivity, and contributing to overall socio-economic development.

From a local management perspective, Ms. Le Thi Thuong, Deputy Director of the Quang Tri Provincial Department of Finance, highly commended the practical applicability of the course. She noted that the provincial business support workforce currently faces challenges in implementing support programs. By gaining access to knowledge and solutions pertaining to the twin transition and decent work, local officers will enhance their capacity and more effectively accompany the provincial business community.

A Human-Centered Approach to Sustainable Growth
Representing the ILO, Ms. Vu Thi Thu Hang, National Project Coordinator for the ILO in Vietnam, emphasized the critical importance of a human centered transition process. She affirmed that the goal of labor productivity growth must always go hand in hand with improving working conditions and ensuring safety and equity for workers through social dialogue. She further suggested that the digital and green transformation serves as a practical instrument for enterprises to integrate more deeply into the global value chain.

The active participation of trainees in Quang Tri reaffirmed the project’s solid progress on its journey to build capacity for the SME support workforce. The knowledge and experiences gleaned from this class will serve as a robust foundation for officers and experts to continue deploying in-depth consulting activities, directly partnering with enterprises to optimize productivity and improve working conditions.
