Thang Loi Company Limited (VICO) is one of the enterprises included in the list of greenhouse gas (GHG) emission facilities required to conduct greenhouse gas inventories under the industry and trade sector, in accordance with Appendix II of Decision No. 01/2022/QD-TTg issued on 18 January 2022 by the Prime Minister.

Accordingly, VICO falls within the list of sectors and facilities subject to periodic GHG inventory requirements and has the following responsibilities, with inventories to be conducted once every two years:

  • Provide activity data and relevant information to support the facility-level GHG inventory for the year preceding the reporting period, in accordance with the guidance of the Ministry of Industry and Trade, before 31 March each year starting from 2023.
  • Organize the implementation of the facility-level GHG inventory and prepare the facility-level GHG inventory report on a biennial basis from the year 2024 onward, to be submitted to the People’s Committee of Nam Dinh Province for appraisal before 31 March starting from 2025.
  • Finalize the facility-level GHG inventory results report and submit it to the Ministry of Natural Resources and Environment before 01 December of the reporting period, starting from 2025.

According to the agreed implementation plan for the greenhouse gas inventory reporting roadmap discussed during the previous working session between STI Vietnam experts and VICO, on 08 August 2024, the expert team was present at VICO’s factory to conduct a site visit of the production lines, assess the current situation, and identify the enterprise’s emission sources.

Based on the survey, discussions, and detailed analysis of the company’s production activities and processes, the experts identified the current main emission sources at VICO as medium-frequency furnaces, heat treatment furnaces, and boilers. In addition, other emission sources include cooling water pumps, welding and cutting gas, ladle drying, mold drying, diesel oil, gasoline, and related activities.

The expert team also provided explanations and guidance to the enterprise on completing data declaration tables related to energy use activities and emission-generating activities, together with instructions on preparing supporting documents and evidence of activities.

STI Vietnam continues to accompany VICO in the series of activities supporting the organization and implementation of the greenhouse gas inventory and the preparation of the greenhouse gas inventory report in accordance with government regulations.
